Mr. Michael Minges has more than 25 years of international experience, 15 of which have been in telecommunications. Before joining TMG, Mr. Minges worked as Head of the Market, Economics and Finance Unit, Telecommunication Development Bureau at the International Telecommunication Union (ITU), where his functions included the analysis of telecommunications trends in developing nations, market studies of countries and regions, and regulatory and policy advice. He also worked at the International Monetary Fund as an economist and information technology specialist. Mr. Minges has a Master of Business Administration (MBA) degree from George Washington University (United States).

Mr. Minges has written numerous articles and makes frequent presentations around the world on telecommunications progress in emerging countries. He launched a principal industry publication, the World Telecommunication Development Report and designed a leading indicator for measuring ICT progress, the Digital Access Index. He has conducted almost two dozen e-readiness assessments in developing nations.
